The NHS Equality Delivery System

Implementation of the NHS Equality Delivery System 2 (EDS2) became mandatory for providers of NHS services as part of the NHS Standard Contract for 2015/16.

EDS2 requires that the performance of NHS providers be assessed on an annual basis against selected Outcomes within the four EDS Goals. Two of the Goals relate to service issues, with the other two relating to workforce issues. Performance is assessed using a grading system based on a RAGplus framework.

A key principle of the EDS2 is that the provider services to be assessed need to be agreed in discussion with commissioners. Assessment of the provider’s performance in the chosen service areas against the two service based EDS Goals then needs to involve local community groups and patient representatives.

 In view of the nature of the Workforce Goals, the choice of Outcomes and the assessment of performance can be conducted by the Trust and shared with commissioners.

Further information about the EDS2 Goals, Outcomes and the grading system are provided in the Trusts EDS Annual Report 2018/19. The report also provides a summary of:

  • Community engagement events  undertaken in partnership with the local CCGs
  • The services assessed and the scores achieved
  • How the results have been used to inform future activities
